How much of a "regular member" should an admin be? How about other staff members? Does it depend on their ranking? (IE, how far up the chain they are?)

Staff should take the lead on posting when the board is dead. They should advertise the board to drum up membership too. You want to be staff? There's certain resposibilities that go with it as well as just being a member.

They should be on at least every other day, be patient and helpful, and know a fair bit about modding as well IMO!

Admins - Well. Tell me, what kind of a world would it be if the leaders paid no attention and set no boundaries? I could walk out of my house right now and shoot someone, and get away with it. Admins should visit every day and enforce all rules no matter who it's on. Mods - Okay. Tell me this, now, if the world leaders were enforcing the rules they've set as best as they could - well, a lot of people are going to get away with a lot of things because, say, the president of the USA can't keep up with every crime committed every day, so that's where the police & rest of the government come in to help enforce the rules.

Good post, but not exactly right on smaller forums, the admin could do both admining and modding at the same time; however, on larger forums, he needs a good set of regular, active mods, of which at least one or two will be on every day.

Administrators should just be themselves and post, but moderate when needed.
Activity needs to be a big priority as well.

I think the admin should be a regular member, but enforce the rules. They need to stay active, and help out.
Staff should be the same. I tell my staff that to me, they are ordinary members that i trust with special powers. They have two responsibilities: Staff and Member. They need to follow the rules, both member and staff rules.

I think it is important for Moderators to be on the boards on a regular basis. Where I am the moderator, I try to be on daily. If not I PM the admin. or post in the Moderator thread that I am going to be absent. Admins.can't be everywhere and a mod is an important part of the board. One should treat it, IMO, like they would their job in the real world. If not then don't be a mod.

I've always felt administrators should get to know their members and should just be another member. I also feel that if a forum is small enough it doesn't exactly NEED other administrators and/or moderators. Unless the admin needs help with graphics/codes or something.
On my forum all my moderators and fellow admin go out and play with everyone else. Actually, I've had my mods and my co-admin make a separate account to mod (since one mod helps keep up the codes when I'm not available, another keeps up the website, and the others do work with the actual forum as needed). I've actually done it because on days we're working we'd get PMs about non-work stuff, people mad we're not making posts, so with separate accounts they don't know who's who and as far as the members are concerned the mods and admin are ONLY that.

I'd say that's a pretty good strategy for an RPG forum, considering that while posting part of a storyline, one usually doesn't need to be identified as staff, just as their character. It doesn't matter how much power they have on the board, in the game.

All the staff on my forum are only staff when a situation arises where there powers are needed even my co-admins join in and just post and post and post along with the members Me being the Main Admin i am 50/50 i am constantly working on the forum and making sure its constantly updated and all day to day jobs i set are done some days i might not post at all and spend the day improving certain areas and some days i will just post and interact with members So overall a staff member is just a member but with a few extra buttons
