Firstly, I'd keep the colours simple. My forum only has4 colours; black, white, red and yellow. I cant stand these forums with a different colour for every simgle variable!
What do you think?

Usually a grey & one different color. Bright greys for the bg's of everything, an almost black grey for normal text & links and then for the title colors whatever other color. Then: <style type='text/css'> a:hover{ color: whatever other color; text-decoration: none; } </style> and it usually looks pretty good.

When you hover over a link, it has no under-overline and changes the links color to whatever you put color: ; as until you move your cursor off of the link.

Again like Arabic, modern Hebrew orthography includes several types of diacritics as aids to pronunciation.
