Well, I understand why you would want to do it...because if someone is competing with your board and wants to one up you all the time then all they'd have to do is go to your site, but if you block them they can't see what's going on with your site. However, I couldn't do that myself. At best I might give a warning unless the person was really competitive about it.

If there was excessive advertising going on, then possibly. If there was something else that was breaking the rules, possibly. But for just creating a forum, no. Unfortunately, there are some admins out there who feel threatened by the competition, so they make bad membership decisions.
