There are a couple answers to that question, really.
There are design classes and workshops that explain the basics. You'll probably find them at your local college or tech school. Often they offer more advanced classes once you get past the basics.
I've also found tutorials in book format which are helpful at the beginning level. Some of them have accompanying CDs or DVDs.
I've come PhotoShop forums too. Most of them tend to be for absolute beginners or advanced professionals, so I'm not sure how useful they'd be.
There is a LOT to PhotoShop and many techniques for outputting designs, depending on your needs, whether online, print or some other media. I'm not sure that anybody knows everything there is to know about it!

Trivia: The logo for 'The Lord of the Rings' film trilogy was done in PhotoShop.

I use adobe photoshop elements. I bought an old version from a bargain bin and messed around with it. I never searched for tutorials or anything else of the sort. I make "products" for IMVU and asked some professionals a few questions but mainly just found out the difference between a .jpeg, .png, bitmap, etcetera. Other than that I just do trial and error. I'm always finding something new. I'm going to take a class on using the program because, while I'm doing find tinkering and learning on my own, getting help would help me double my current output. By the way... working on IMVU has been the biggest help for me. Given I did get the photoshop program to do a few things there. Most of the other designers there are willing to point you in the right direction if you're lost and I've found being given parameters helps a lot. Since then I've gotten more practice making icons and graphics for my own forum, all using tricks and tips I got on IMVU.

I wish that there were just a more affordable version available. I can't afford the several hundred dollars that these programs cost, each, but I am starting to do some freelance graphic designing to earn some extra money, and I could really use them.

I wish the same. I really like using the trial but then that expired. =[ If it was maybe 50$-100$ I would probably buy it but I don't have a job or anything to afford how much it is right now.
