Have you ever had a staff member who turned out to not be the best person for the job? Either they were never around, broke the rules, or anything else that might make you think twice about having them as staff. What did you do in the situation, and/or what would you suggest to admins having this problem?

No, but my GMod's account was cracked once, which took a lot of dealing with!
Course then the blindippers decided to delete his account (why would you do that?!) so he had to sign up et al again.

Sometimes I have problems with staff not showing up, or not doing their jobs. It drives me insane, because then the responsibility falls back on me. Most of the stuff is real simple though. If they aren't on for a long time, I replace them with someone who has shown some serious dedication.
A friend of mine had a real bad admin. She was power-hungry, and when he gave her a warning for harassing members, she deleted everything she could, and put a vulgar layout in place of the other one.

Yes I have had this problem. I just took him aside (PMed him) and told him..
Listen, you need to really be on more and do more. (Because he was just logging on every once in awhile and not doing anything at all.) He did not do anything so I took him out of the position. Now he's forever begging me to put him back. I just tell him that I will keep watch and see if he improves.

I had a some what different experience, but I feel it fits the topic.
I was co-administrator on a site for just about 3 years. During this time the other administrator caused trouble at different sites I was involved with. I actually spent 3 hours IM'ing back and forth with admins. on one site to straighten out a nasty mess that this group was innocent in. The constant slamming of other sites and making trouble continued. There was poor treatment of new members.
After repeated attempts to resolve an issue that kept continuing, I finally decided to go out on my own with a close friend and have the kind of site I really wanted.

Yes. I was making a website, and I expressed that I didn't like a plot idea of another admin. They were really into it, and in a nice and dignified way, I expressed how I thought that it'd be better to stick to the original plot. They deleted all of the boards and the skins.

I've had issues with moderators. Ugh. I used to co-admin on this site, for just under 4 years. The main admin would hire new mods just from them messaging her and asking for the position. Granted I was one of those people >.>
I at least didn't abuse my powers. We had one person who went WILD. Of course we had an RPG forum, if someone RPed something she didn't like she'd go behind them and edit their post or straight up delete it. She was known for banning people who disagreed with anything she said. It was rather annoying because I wasn't allowed to touch her.
Then the owner went crazy. She left the site to me while she went to school with the only the instruction to not change the point of the site. It was a Harry Potter RP and she meant don't suddenly make it a LotR site. Well, she left then would come back every few months and reset everything. She wouldn't respond when I asked her if I did something wrong and what she wanted me to do instead but nothing changed. Everything was reset and I got no response. It happened again and again until finally a bunch of the members begged me to open my own site, and I did, and that's where I am now!

I once had a Global Moderator go bad cos i wouldnt promote him to Co-Admin he was going round abusing his powers locking threads modifying them editing profiles etc without good reason so i instantly removed his position which then he started spamming the board so i disabled his account for a day
I logged off for an hour or too and found that my email inbox had a few admin forgot password emails so i checked my admin log and saw that it was him trying to login to the admin account which then i banned his IP email and username without warning
At the beginning he was such a good moderator too i guess the power went straight to his head and got the better of him in the end :S
